Note: A new feature of this table. It now includes the Threshold Reading rates established by the National Assessment of Education Progress (NAEP), the Utah State Office of Education (USOE), and the possible rates for the Iron County School District (ISCD). These threshold rates are the minimum established reading rate at which students should read to comprehend and read graded material. State and possible Iron County rates are lower than the national averages in order to allow students time to use various strategies for comprehension and to look at the pictures in a given text. It also includes USOE fluency rates for struggling readers to be used with the USOE approved Student Tutoring Acheivement for Reading (STAR) Tier 2 instruction program and approximate levels for spelling stages according to Bear, et al and 6 traits writing stages.
