Background: The Utah State Department of Education offers a state reading specialist program through higher education institutions (detailed description of old and new endorsement requirements). This specialist classification has been coordinated through the state office and a State Reading Endorsement Committee made up of reading professionals throughout the state. A teacher with elementary certification who completes the program will receive a specialized endorsement indicating the ability to supervise reading programs in grades 1-8. A teacher with secondary certification who completes the program in reading will be qualified to supervise reading programs in grades 6-12. The Utah Reading Specialist Endorsement requires three major areas of competency. NCATE/IRA standards indicate courses must have been taken within the last eight years from the date of application. These changes will take effect as of August 15th, 2004 and be reflected in the 2004-2005 catalog and reflect a shift towards the titles used for reading endorsement classes by the Utah State Office of Education. district, or service area reading specialist.
