Board of TrusteesOverviewThe Board of Trustees is the ultimate decision-making body on campus. Its administrative authority is delegated from the Utah Board of Regents. All administrative policy decisions, including tuition and fee increases, must be approved by the Board of Trustees and then by the Board of Regents before they can take effect. Eight of the ten members on the board are appointed by the State Governor and approved by the State Senate. The board also includes two ex officio members, or members who serve because of the office they hold: the SUUSA President and the SUU Alumni Association President. BackgroundThe Higher Education Act of 1969 authorized a Board of Trustees for each of the institutions in the Utah System of Higher Education. In 1990, the Utah Legislature created a Board of Trustees for each of the nine public campuses in Utah. The governor appoints, with the State Senate's ratification, four trustees at a time to four-year terms. The ex officio members continue on the board until their term of service in their particular office has concluded. Administration officials, such as the university president, often meet with the board but are not members and do not vote. In accordance with the Utah Open and Public Meeting Act, meetings are open to the public save for executive sessions where personnel and other privacy-sensitive matters are discussed. Official decisions must be made in open, not executive, meetings. As specified by the board's policies, the board has responsibility for communication between the university and the community; helping to plan, implement, and execute fundraising and development projects to supplement state funding; continuing alumni and community identification with SUU, its traditions and goals; and selecting honorary degree recipients. The board also advises the university president. The Board of Trustees is headed by a chairperson and a vice chairperson, who are elected by the board in July for two-year terms. The work of the board is handled by a division of four committees: the Executive Committee, the Finance and Facilities Committee, the Academic and Student Affairs Committee, and the University Advancement Committee. The Executive Committee is chaired by the Board of Trustees chairperson and has as its members the chairpersons of the three other committees along with the board vice chairperson. Each of the other committees has three board members appointed by the board chairperson with the board chairperson and vice chairperson serving as ex officio members. The committees make recommendations to the board as a whole on items pertaining to their specific committee. The Board of Trustees, not the individual committees, must vote to authorize decisions.
