What is a Community?
A community involves people and their interactions with each other and their environment. A sense of community, or community spirit, is a feeling of cooperation, commitment to group welfare, willingness to communicate, and responsibility to self and others. Through a sense of community, residents become aware of the interdependence and mutual exchange of privileges involved in relationships with others.
In this community, as in any other, everyone has rights and responsibilities. A problem develops when one person fulfills his/her
responsibilities and another does not.
Resident Rights
As a valued member of this residential community, you have a right to:- Read and study without interference. Unreasonable noise and other distractions inhibit the exercise of this right.
- Sleep without disturbance from noise and distractions.
- Expect that others will respect your personal belongings.
- A clean environment in which to live.
- Access to your room and the facilities provided within the residence halls.
- Personal privacy within the limits of the residential setting.
- Host guests with the expectation that you will be responsible for their actions.
- Discuss concerns with the housing staff member who can assist in addressing those concerns.
- Be free from threat of intimidation, physical or emotional harm.
- Expect that all these rights will be respected.
Community Reponsibilities
As an important member of this residential community you have the responsibility to:- Understand all policies and regulations necessary for the halls and University communities to function.
- Abide by the policies and regulations established for the hall and University communities to function.
- Verbally express your views to the person(s) involved, should you feel that your rights were violated.
- Treat other residents and housing staff members with respect and consideration.
- Respond to all reasonable requests of fellow students.
- Respond to and cooperate with housing staff members.
- Take responsibility for personal and community security. For example, do not prop doors open, do not allow unescorted visitors into residence halls facilities, and do not lose, lend, or forget room keys.
- Recognize that public areas and their furnishings are used by everyone. Abuse of those areas violates the rights of all community members. Share in the proper use, care and upkeep of community areas.
- Keep your room/apartment clean. Dispose of all trash and garbage in outdoor dumpsters provided. Do not leave bags of garbage or trash in common areas.
- Keep common areas free of clutter. Personal belongings left in common areas will be tagged and removed after 48 hours.
Community must be achieved by those who are part of it. Others, such as government, hall staff, RHA, and other hall groups, may help foster a sense of community; however, each resident is ultimately responsible for the creation and maintenance of the community. Community cannot exist if any individual is excluded or made to feel outside the group. Action, direct or concealed, that discriminates based on race, sex, religion, disability, national origin, age or sexual orientation will not be tolerated in a community based on mutual respect and cooperation.
Student Responsibilites
There are many people living, working, studying, and sleeping in a limited area. It is essential that we cooperate and get along with one another. After all, we want the same goals: an education and a great time. This works two ways. It is important that you do not infringe on the rights of others, and it is equally important that you assert your own rights and feelings if someone bothers you. Resident Assistants are expected to maintain hall interests and help you uphold SUU policies and guidelines. In the area of interpersonal relations--which covers courtesy and consideration (including such things as noise)--their job is to HELP you in resolving conflicts that arise, and NOT to solve them for you. If you do not like a rule, discuss it with a staff member. Any truly inappropriate or unnecessary rule can and should be changed. Your feelings and suggestions are important.
People and programs here for you
The Residence Life staff is available to help you with questions and concerns, to help work out difficult situations, to share a happy moment, to suggest a possible interest area and to help make living in the residence halls a more comfortable and enjoyable experience. Through their involvement, residents have a voice in determining how their community operates. By sharing responsibility for the living environment, you help to create a positive, personal and unique community.
Resident Assistants (RAs)
A Resident Assistant (RA) is a full-time, student/resident who has chosen to make him/herself available to other students for information, help, understanding and friendship. Your RA has undergone an intensive training program designed to maximize his/her knowledge of Housing and Residence Life operations and programs, as well as campus resources. He/she is here to assist you in any way needed.
The RA's primary responsibility is YOU!! He/she tries to meet your needs by acting as a(n):
- Mentor--RAs are here to assist you in any way. If you are willing, they can help you take advantage of social, recreational and learning opportunities in the halls. The RA also serves as an information source about hall and campus life. Each RA has two hours a day specifically posted to help you with problems or just to talk. (Of course, they can be reached at other times as well.)
- Administrator--The RA's management responsibilities include such things as hall check-in/check-out, facilitating room changes, maintenance requisitions, and protecting the rights of your community.
- Educator-- If desired by the floor or section, the RA can arrange informative programs to be presented in the hall. These can include a variety of subjects such as self-defense, stress relief or microwave cooking. The RA is also instrumental in helping you adjust to a group living environment, facilitating communication and a cooperative atmosphere, and encouraging student responsibility for adherence to hall, campus, state and federal policies. They try to be honest, fair and consistent in this respect.
Now that you know what an RA is, get to know them! Try starting with your own. They all welcome you to your Residence Hall and hope you have a most satisfying year!
On-Call RA
An RA is on call nightly. If you need assistance in opening doors or emergencies, there is always someone who can help you. The on-call RA hours are 5:00 p.m. to 8:00 a.m. Monday through Friday and 24 hours on Saturday, Sunday, and holidays. The on call RA phone number is 559-5690.
Hall Directors
Your Hall Director lives within the residence halls and is responsible for the programs of your hall and the quality of hall life. They are here to serve you during your stay with SUU Housing and Residence Life.

The Housing & Residence Life Office at Southern Utah University is a department within the Office of Student Services headed by Donna Eddleman, Vice President for Student Services and Dale Orton, Assistant Vice President for Student Services.
Resident Assistance Program (RAP)
The Resident Assistance Program (RAP) is designed to help new and returning students make the academic side of University life more manageable. Resident Assistants have the assignment of planning monthly activities, lectures, or presentations that will aid you as a student. These programs will be announced at least two weeks in advance. Previous RAP's have included the following topics: valuable financial aid information, vacations for reasonable rates, surrounding scenic area highlights, how to country swing and many more. Watch for RAP activities and plan to attend!
Residence Hall Association (RHA)
The Housing & Residence Life Department actively encourages student participation in Residence Hall activities. The Residence Hall Association (RHA) and Hall Council formulate programs that promote academic achievement, athletic activity, cultural enlightenment and social growth. Such activities may include dances, movies, and opening and closing socials. These activities are a great opportunity to meet people, get involved, learn, and have fun. There is always free food and there are often drawings for valuable prizes.
Please be sure to sign in at each activity you attend. Each person in attendance receives a "hall point." The floor/ building with the most points at the end of the semester receives a pizza party.
RHA Presidency
The RHA Presidency consists of the President, Vice President of Advertising, and Vice President of Hall Council.
Hall Council
The Hall Council is made up of resident volunteers. Representatives attend short, weekly meetings to assist in planning monthly activities to get residents involved.
If you are interested in a Hall Council Position, please contact the RHA Presidency or your Resident Assistant.
RHA Freshman Board
Serving on the RHA Freshman Board is by appointment. These incoming Freshmen attend the Leadership Weekend sponsored by the SUU Welcome Center. The board members will learn the "ins-and-outs" of on-campus housing; interact with Resident Assistants in planning housing events; represent the wide variety of students who live and learn as residents of on-campus housing and assist with resident check-ins. The RHA Freshman Board members not only learn leadership skills, they instantly meet active, involved SUU students and immediately form friendship bonds before class even begins.
Free Use of RHA Games, Movies, & Equipment
The RHA provides a wide variety of recreational items for residents' use. These items may be checked out, at no cost to residents, at the RHA Office in Juniper Hall. RHA has numerous board games, puzzles, video games, sports equipment, electronic equipment, and movies. Also available for check out are VCRs, DVD players, video games and video game systems. If you want to play volleyball, but don't have a ball, check out one from the RHA. They also have basketballs, soccer balls, footballs, whiffle balls, and much more. Talk to your RA or come to the RHA Office in Juniper Hall to pick up a complete list of available items.
Room Specifics
One of the most rewarding experiences at SUU is getting to know a variety of people. Get to know not only the residents in your room/apartment, but also those in the entire building.
Roommates
A roommate can be a valued friend and a life-long contact. When two people share a room, however, there will usually be many adjustments for both. Making these adjustments is an important part of your living and learning experience.
It is important to remember that when minor problems do develop (loud music, too much or too little conversation, cleanliness, study or sleeping habits, attitudes toward visitation, etc.), the first obligation of each roommate is to discuss the matter before it elevates from a minor problem to a gnawing irritation. In those few instances, when a difficulty cannot be resolved between the roommates, the Residence Hall Staff is available to assist in working out a solution. Involve your RA in your discussion. Problems ignored rarely disappear and should not stand in the way of study, sleep, relaxation, and a positive roommate experience.
Enhancing Roommate Relationships
The follwing hints are provided to enhance roommate relationships. There is no guarantee that following them will keep your relationship with your roommate trouble-free, but keeping these ideas in mind certainly won't hurt.
- Sit down with your roommate some time during the first
few days at school and decide what you will do about the
following situations:
· Can you and your roommate coordinate bed and wake up times? (Does your roommate go jogging at 5:00 a.m. or have unusual hours?)
· Do you require total darkness or quiet to go to sleep, or can the light be left on while your roommate studies? What about the stereo? If so, how loud?
· Do you study best with the TV or radio on or off?
· What kind of music do you like? How will music selection be made if you and your roommates' tastes are different? - If your roommate has friends who like to stay up late
or party when you want to sleep or study, you need to
do some talking. The best rule to follow is that if one of
you wants to study, the other takes his/her socializing
somewhere else (TV lounge, another room, main lobby,
etc.). Some other visitation issues to consider are:
· How often should visitation occur? (Anytime? Only on weekends? After consultation with your roommate?)
· How late should visitors stay?
· How do you feel about overnight visitation? - Make sure your roommate does not object before you borrow clothing, lecture notes, or other personal items. If you object, say so.
- Make an agreement as to who cleans what and when. Divide all of the cleaning responsibilities. Hint: If someone isn't meeting his/her responsibilities, it's better to talk about it instead of writing nasty notes. It's easier to clear up problems as they occur, rather than complain or allow hurt feelings to build.
Your Room
Each student is responsible for his/her room and is expected to maintain good standards of health, cleanliness and safety. Good standards include no excessive garbage or offensive smells. Resident Assistants will conduct cleanliness checks monthly throughout the year. Sorry, but we do not offer maid service for individual student rooms.
If the housekeeping in your room falls below the expected standards, cleaning may be done by custodial staff. A minimum charge of $15.00/hr. for this service will be charged to the student or students responsible.
Each RA has light bulbs, a vacuum, and vacuum bags. If you need any of these, please contact your RA. They also have basic screwdrivers, pliers, etc. to repair damaged items.
No business operations are to be conducted out of rooms.
Room Furnishings
Basic furnishings are provided for students living in Residence Halls. Desktop and laptop computers can be rented from the Housing Office.
Students are not allowed to bring their own furniture into their apartment or residence hall without written authorization of the Housing Director.
Room and lounge furniture are provided for students' use. Students who have private bedrooms must leave all beds and other furniture in their rooms. The room and lounge furniture must remain in its appropriate place. No room furniture is to be put in the lounges and no lounge furniture is to be put in the rooms.
Water beds and water filled furnishings are not allowedd in the Residence Halls.
Lost & Found
A Missing Article Form should be filled out when anything of value is missing. You can obtain this form at the housing office located in Eccles A.Trash
There are dumpsters behind each Residence Hall in which to empty trash. Do not empty trash into the lobby and rest room trash containers. There is a charge for those students who do so. Do not throw trash off balconies or over dumpsters.
Maintenance
The Housing & Residence Life Staff is committed to providing well maintained, clean, and operational facilities and equipment for our residents. If there are any furnishings or equipment in your room that need to be repaired or replaced, please have your Resident Assistant fill out a Maintenance Requisition. Every attempt is made to rectify your request within a 24 hour time period, excluding weekends.
Inspections
Inspections are a very important part of living "On Campus." A clean room/apartment is more conducive to your emotional and academic well being. RAs conduct monthly inspections of individual rooms and apartments. Inspections are done to ensure basic cleanliness standards are maintained and to verify smoke detectors are working properly. All inspections, with the exception of emergency situations, are posted on your hall guide calendar. RAs will be checking for cleanliness and maintenance issues only, not searching through personal belongings. The RAs will also do monthly smoke detector checks. During Thanksgiving, Christmas, and Spring Breaks, Housing staff may check rooms to make sure all appliances are off and windows are closed.
You will need to schedule a time to meet with your RA to have him/her check your cleaning. If you fail to pass inspection on the first attempt, you will be given a second chance to pass. If, on the second try, you fail again, your student account will be assessed a $25 fine.
Room & Hall Changes
Room changes are only permitted upon written request and the approval of the Hall Director or the Housing and Residence Life Office. Room changes are a request, not a guarantee.
To initiate a room or hall change, a "Change of Residential Status" form must be obtained, completed, and submitted to the Housing and Residence Life Office. There is a $15 fee for room changes. Remember, only the Hall Director can authorize, in writing, any changes. Also, all room changes and paperwork must be completed within 48 hours, after which rent will be charged on both rooms as per contract rates.
If the need arises to transfer to another room, you are responsible for the condition of the room you are leaving. The room you move from must be left clean and ready for someone else to occupy. Please check with your RA to establish a time to check out and determine any possible charges.
Moving In & Moving Out
When you move in, you will be given a copy of the inventory sheet your RA has prepared for your room. Please take time to review your inventory sheet thoroughly. If you find any damage that was not noted on your inventory sheet at check-in, you must report it in writing to your Hall Director or the housing office within 48 hours of your move-in. When you move out of your room, both you and your RA will check for damages made since move-in. You will be charged for any cleaning left undone and held responsible for any new damages found up to three working days after you move-out.
Housing Contracts are for the full academic year. If you want to leave before your contract is fulfilled, you must fill out an "Intent to Vacate" form at the housing office. Each form will be reviewed by a member of the Review Board and you will be notified when a decision has been made. Filling out an "Intent to Vacate" form does not guarantee that you will be relased from your contract.
In order to be eligible for a full refund of your deposit upon check-out, you must pick up the following forms from the housing office:
- A "Cleaning Help Sheet" for your respective hall
- An "Exit Survey"
- An "End of Contract Check Out" form -Or-
- An "Intent to Vacate" if you leave before your contract is fulfilled
Keys & Lockouts
All residents will receive room keys at check-in. You are officially moved in upon obtaining a key. For everyone's safety, please take particular care of your keys. Only students who are assigned to a specific room have authorization for keys to that room. Housing and Residence Life staff may only open room/apartment doors for the registered occupants.
If your keys are not turned in when you check out or if you lose your keys during the year, there will be a re-keying charge assessed to your student account. There is a $45 charge to re-key lost mechanical keys (used in Juniper Hall, Manzanita Court and Ponderosa Terrace) and a $10 charge to replace bent or broken mechanical keys. Lost electronic key cards for Eccles can be replaced for $10.
If you are locked out of your room and your RA is not available to help you during office hours (8:00 am to 5:00 pm) you will need to go to the housing office. A staff member will verify your residency and unlock your room. After office hours, you will need to call the on-call RA (559-5690). Please keep in mind that there is a $3 after hour charge which will be applied to your account for this service.
Please contact your Resident Assistant or the housing office to request that your room be re-keyed.
Room Painting
We honor maintenance requests for room painting. If you feel your room needs a new coat of paint and Housing and Residence Life agrees, arrangements can be made to have it painted. We will do the painting at the earliest convenience.
Mounting Decor Items in Your Room
In order to protect Residence Life facilities, residents cannot make changes to the walls, ceilings, doors, floors, or furnishings that would result in damage or permanently alter the original appearance. Nails, tacks, or items that would leave a hole or residue on any surface are prohibited. Violations of this policy may result in a Housing charge.
Appliance Policy
When additional loads are made on our electrical system, safety problems are created. We cannot allow high wattage appliances such as electric heaters in the Residence Halls; however, radios, TV's, stereos, computers and ham radios not requiring large antennae are welcomed.
Cooking in Bedrooms
Microwave cooking is permitted in Juniper Hall. The use of items such as, but not limited to, crock pots, woks, hot plates, or toasters (including toaster ovens) is not permitted. Other cooking appliances must automatically turn themselves off (including, but not limited to, coffee makers, rice cookers, tea boilers, etc.).
Energy Conservation
Fuel and power expenses make up the largest percentage of the Housing and Residence Life budget. Our energy comes from irreplaceable resources that should be conserved for future use. Please keeps these tips in mind:
- Turn off lights and all non-essential electrical appliances before leaving a room.
- Wash full loads of laundry.
- If your air conditioning or heating is on, please close your windows.
- To ensure that heat circulates you must keep the vents free from blankets. books, stuffed animals, etc. This will make sure the maximum amount of heat is available.
- Make sure that water and shower taps are turned off tightly. If they drip, please tell your RA.
- Don't leave water running while shaving, brushing your teeth, or drying your hands.
- Share this list with your roommate(s) and anyone else who needs to be aware of energy conservation.
Safety
Balconies/Banisters
- Sitting on, sliding down or climbing over balcony railings or banisters is unsafe and is therefore prohibited.
- Balconies may not be used to store trash, paper or other combustible items. Bicycles, personal items and apartment furnishings may not be stored on balconies overnight and may not, at any time, block fire escape routes.
- Use of charcoal grills or other sources of flame is prohibited on balconies due to the possibility of fire.
Solicitation
For your privacy and security, we attempt to limit the amount of sales and door-to-door solicitation, as well as canvassing or distribution of literature in the residence halls. These activities are prohibited unless authorized in writing by the Director of Housing and Residence Life. Please report any solicitors to your Resident Assistant immediately. If you would like to post fliers in the Residence Halls, they need to be approved and stamped at the housing office.
Sporting Activities
Any activity that is detrimental to the safety of the residents or is a hazard in or around the buildings (such as playing ball of any kind, throwing snowballs, water fights etc.) should be restricted to outside the buildings and away from any glass areas. Roller blades, roller skates, skateboards, scooters, or bicycles are permitted outdoors, but please do not wear or ride them in the building. This will save wear and tear on our facilities (i.e. carpets). Water fights are not permitted inside any building. A fine of $30 per hour will be assessed for cleanup charges. Hanging, climbing or repelling on any building is also prohibited.
Security & Theft
The security of your room will depend on you and your roommates. It is recommended that you keep money and other valuables in a safe place and make sure the door is locked when you are absent. Neither the University nor the resident staff is responsible for items lost, stolen or damaged. In case of theft from your room or car, report the loss to the University Security Office (586-7793 or 865-8888) and inform your Resident Assistant. Please take special care of your keys for everyone's safety.
Periodically, you may see University security officers in or around your hall. This should not be a cause for alarm, as they are helping to prevent theft and serve as a deterrent for other crimes. To protect personal property, it is recommended that either renter's insurance be obtained, or your home owner's policy be verified for coverage. If you would like information on renter's insurance, contact:
National Student Services, Inc.,
Post Office Box 2137
Stillwater, OK 74076-2137
You can also access the website at www.nssinc.com
Southern Utah University will not be liable for theft or damage to personal property. They will not be responsible or liable for any damage or injury of any kind including loss of personal property, death, or bodily injury to a resident, guest or visitor.
The following suggestions will help maintain a safe and secure environment:
- Keep your room door/apartment door locked at all times, especially when you leave the room/apartment, are sleeping, or when in the bathroom.
- Engrave your belongings with your name.
- Mark all of your clothing. Never leave clothes unattended in the laundry facilities.
- Do not keep large sums of money in your room and leave expensive jewelry at home.
- Keep a detailed personal inventory of your possessions, including serial numbers.
- Be aware of unusual events in your residence hall. Report suspicious persons to your RA.
- Do not prop doors open. By leaving doors open, you invite intruders who may victimize you.
- Do not open doors for strangers; this includes delivery persons.
- Keep car doors locked and do not leave personal belongings, packages, etc., on the seats.
- Secure bikes with locks or other theft-preventing chains.
- Never lend building access or room keys. Report missing keys immediately.
- Never tamper with smoke detectors, fire extinguishers, or fire alarm bells. Meddling with fire safety equipment is a federal offense.
Fire Safety Policy
A. Each resident must be alert to the dangers of fire. The following items present a potential fire hazard and are prohibited in any apartment or residence hall: incense and incense burners; candles and other open flame items (decorative candles may be displayed but are strongly discouraged. Wicks must remain white and unburned); all coiled resistance unites (such as hot plates); halogen bulbs; space heaters or other portable heating units, unless provided by the Housing Department. In addition, all electrical appliances and cords must meet UL (Underwriters Laboratory) safety standards.
A minimum fine of $25 may result for each prohibited item discovered by staff with escalating fines for repeat offenses.
Fire drills and fire safety programs are conducted by the University Fire Marshall and Residence Life Staff to ensure that residents are familiar with evacuation procedures and general fire safety. When requested or mandated, all occupants must immediately evacuate their apartment or residence hall. Interfering with or noncompliance will result in disciplinary action, including a $100 fine.
Residents are required to keep hallways, stairwells, and balconies clear of obstructions at all times to facilitate proper access and egress.
B. If a fire occurs:
Grab your keys (if possible) and walk to the nearest exit.
Most smoke and dangerous gasses ride, so keep your body low and move quickly. If necessary, crawl so you do not breathe the smoke.
If you suspect a fire, touch the door or handle with the back of your hand covered for protection. Intense heat, deadly smoke, or gas may be on the other side. If it is not hot, open it cautiously a few inches to check the other side for heat, smoke, or flames. Keep your body out of the opening doorway and be ready to slam it shut if any heat or smoke appears.
Do not waste time getting dressed or gathering valuables. Get out of the building immediately!
Call the fire department from OUTSIDE the building, Dial 911 and report the location of the fire.Stay on the phone until instructed to hang up. Alert other room/apartment occupants, if possible.
Fire Sprinklers
Eccles LLC was built with the lastest safety feature, including fire sprinklers. Residents are not allowed to tamper with the sprinkler system and sprinkler heads. Residents will be responsible for any damage caused by tampering with the sprinkler system. Housing is not responsible for any damages or losses that occur because of sprinklers being activated for any reason. We strongly recommend residents seek insurance for their personal property (See the section on security and theft).
Smoke Detector Policy
Smoke detectors are located in all Housing facilities. RA's will be checking your individual smoke detector on a monthly basis during cleaning and safety inspections. Do not change smoke detector batteries yourself, let your RA knkow if they need to be changed. If your smoke detector or battery has been removed or tampered with, you will be charged $50 and put on appropriate disciplinary sanctions. You will be charged $100 if the violation occurs again. Excessive amounts of smoke from cooking may activated your smoke detector. If your smoke detector is super sensitive, please contact your RA.
Pets
Regrettably, potential heath and sanitation problems dictate that residents may not have pets of any kind in the University Residence Halls, with the exception of small fish in an aquarium. A fish is defined as a legless, cold-blooded, aquatic vertebrate animal with fins, gills and scales. Aquariums may not be larger than 20 gallons.
Weapons Policy
It is a violation of state and federal laws to have weapons in the Residence Halls. Weapons include, but are not limited to: guns (including pellet, BB, water, and air soft guns), bows and arrows, darts, knives with blades longer than 6 inches, swords, martial arts equipment, and explosives. Weapons found in student rooms will be impounded by SUU Security. Weapons may be kept in locked private automobiles or stored off-campus. Residents must report the possession, use, or storage of weapons to Residence Life staff. Residents found in possession of weapons will be fined $100 and have their item confiscated. Possession or explosion of fireworks can be contrued as a class C misdemeanor subject to additional fines up to $500.
Failure to comply with these rules may result in disciplinary action.
Screens
Screens are there for your protection and safety. Please do not remove them or disciplinary action will be taken. A maintenance fee of $50 will be assessed for violations. Entering or exiting a building by way of a window is prohibited.
Public Areas
Residents are jointly responsible for the care of the common or public areas, furniture, and equipment. If this responsibility is not accepted, the cost to maintain these areas increases, resulting in higher rent. Additionally, unattractive public areas take away from a constructive sense of community and may promote a tendency toward additional abuse. Please be responsible for your public areas. They are there for your enjoyment.
Smoking
In response to Utah State Law (The Utah Indoor Clean Air Act), and to further support the wellness environment concept, smoking is not permitted in Juniper Hall, Manzanita Court, Eccles LLC, or Ponderosa Terrace. This smoke-free environment includes all rooms and apartments, common areas, bathrooms, balconies, and entryways. This also includes the outside areas near the entrances of the residence halls. No smoking is allowed within 25 feet of any building. The designated smoking location for Juniper Hall is the area south of C wing with benches and ash trays. Failure to comply with smoking laws can result in a $25 fine, and could possibly result in eviction. Used cigarettes must be properly disposed of and not left on the grounds. Improper disposal is considered littering and could result in a fine of $299.
Students who wish to stop smoking can contact the Wellness Center to see when and where the next smoking cessation class is being held.
Illegal Drugs
The possession or use of illegal drugs is not permitted in the residence halls or on housing property. Residents found in possession or using an illegal drug or controlled substance will be evicted immediately from the Residence Halls with full contract penalty and charges filed with the proper authorities.
Alcohol & Container Policy
The possession or consumption of alcoholic beverages within the halls, around the complex or on campus is a violation of state law and University regulations. Please familiarize yourself with SUU's alcohol policy. In addition, the Department of Housing and Residence Life has also adopted a regulation which prohibits empty alcoholic beverage containers of any type inside the Residence Halls, including shot glasses. Alcohol and containers are subject to confiscation. In accordance with the 1990 Student's Right to Know and Campus Security Act, Southern Utah University is required to enforce "State underage drinking laws". This means all underage drinking must be reported to the appropriate authorities. When the Alcohol Policy is broken, the following steps will be taken:
- You will be placed on written notice and required to receive counseling from the Alcohol and Drug Education Program located in the Wellness Center.
- If there is a second incident, you will be placed on housing probation and required to receive additional counseling from the Alcohol and Drug Education Program.
- If there is a third incident, you will meet with the Director of Housing concerning eviction from the Residence Halls.
Visitation/Guest Stayover Policy
For the protection and freedom of residents, the residence halls are locked from 10 p.m. to 8 a.m. Guests visiting during lock-up hours must be escorted by a resident of the hall. You are responsible for all of your guest's actions. Unescorted individuals are not allowed in the halls.
The designated visitation hours are between 8 a.m. and 1 a.m. By 1 a.m. visitors are required to vacate unless registered as an overnight guest. All unauthorized persons staying past 1 a.m. are in violation of the visitation policy and their host will be fined $60 per guest and put on written notice for the first violation of this policy. A second violation will incur a $120 fine and housing probation. If there is a third violation, the resident will face eviction from the residence halls.
Overnight guests are welcome to stay in the residence halls provided they are the same sex and have written permission of all roommates, their RA and Hall Director 24 hours prior to stay over.
- A Request for Guest Stay-Over Form must be filled out and turned in to the Hall Director 24 hours prior to stay over.
- All guests must have a host or hostess. The resident host extending the invitation will be present during the guest's stay, and the resident host assumes responsibility for the guest's actions.
- Guests may stay for a maximum of 3 nights only. They must adhere to all university and residence halls regulations and procedures. Guests will be subject to immediate dismissal if their behavior is deemed inappropriate.
- All unauthorized persons staying past 1:00 a.m. are in violation of the visitation policy and their host will be fined $60 per guest and put on written notice for the first violation of this policy. A second violation will incur a $120 fine and housing probation. If there is a third violation, the resident will face eviction from the residence halls.
- Residence hall lounges and other public areas may not be used as sleeping areas for guests.
Quiet Hours
Quiet Hours begin at 10:00 p.m. and end at 8:00 a.m. Sunday through Thursday and are 12 midnight to 8:00 a.m. Friday, Saturday and evenings preceding holidays. During these hours, all room doors should be closed and all noise from stereos, televisions, conversations, etc., should not be heard in adjacent rooms or in the hallways. Noise in the lobbies, hallways and other common areas should also not be audible in adjacent rooms. These hours are enforced to maintain an environment conducive to sleep, study and relaxation. Residents can be fined $25 for each occurence of non-compliance.
Quiet Hours are in effect 24 hours each day during finals week.
Should you, your family members, visitors or guests be involved in a violation of this policy, you will be asked to participate in arbitration, allowing a Housing representative to act as an arbitrator. You will also be expected to abide by any decision made as a result of these events.
Courtesy Hours
Each resident has the right to live in an environment free from unreasonable noise and distraction. Therefore, Courtesy Hours are in effect 24 hours a day. During Courtesy Hours, you should be considerate of other residents and not create noise that may disturb those who may need to sleep or study. If another resident asks you to reduce your noise level, it is your responsibility to do so.
Quiet and Courtesy hours are the responsibility of everyone living in the Residence Halls. If someone is creating unnecessary noise, you should ask them to keep it down before contacting your RA. If the problem continues, do not hesitate to find a housing staff member.

Your phone allows you to receive local and long distance calls and to make local calls. Acceptance of collect calls will result in fines and charges. Please be advised that if you accept a collect call, your service will be discontinued, you will be required to pay a charge for disconnection of service and subsequent reconnection, as well as the cost of the call. This will keep the cost of the service reasonable for years to come.
Should you be plagued with obscene or prank calls, your phone does have a tracing feature. See your RA for details. Please report any of these types of calls to your RA. If you do not want your room number and phone number published in the Residence Hall Directory, give written notice (or email) to the Housing and Residence Life Office, before the second week of classes. The Food Service Committee meets on an as-needed basis with the Food Service Director and the Food Service Committee Chairman (the Juniper Hall Director) to discuss their recommendations for changes of daily practices or general overall policies. The Food Service Director will use the Food Service Committee as a representative source to discuss new ideas and changes that are being made or considered by the Food Service Staff. The meetings are held in an informal atmosphere with good will and compromise, enabling both students and Food Service to introduce new ideas and concepts for the benefit of the overall food program. Contract Specifics
Refunds & Cancellations
Your Residential Living Contractual Agreement is for the academic year or summer term, unless otherwise noted in the Terms and Conditions of your Contractual Agreement.
The Housing and Residence Life deposit refund is credited to your University account, less any charges or fees for loss or damage, within 5 to 10 working days after you have officially checked out of the Residence Halls. The release of all security deposits is contingent upon final inspection by the facilities manager (or his/her authorized agent) of your room/apartment. This inspection will be completed after you check-out. You will be notified of any discrepancies found for which you are liable. To insure that any damage or cleaning charges are accurately assessed between you and your roommate(s), you are encouraged to consult with your Resident Assistant. Otherwise, all charges will be split between you and your roommate(s). When you check out of your room, you must follow the procedure for proper check-out as outlined in Section No. 10 of the occupancy contract Terms & Conditions. Failure to do so will result in an administrative charge deducted from your security deposit.
It is the administrative policy of the University to apply any portion of your security deposit that is available for refund to your unpaid student account, including, but not limited to, the current semester. Please be advised that this is an automatic, computer-generated process.
Selling Your Contract
Information on the process and procedure for selling your contract is available in the Housing and Residence Life Office. This procedure must be fully completed before you can be released from the contract.
Terms & Conditions
The terms and conditions of occupancy for use of residence hall facilities are outlined in your Residential Living Contractual Agreement, which you signed before moving into the Residence Hall.

Incoming applications will be date stamped as they arrive and priority given according to those dates.
Contract Appeals Committee
Residents who feel that they have sufficient cause to be released from their housing contracts should fill out a Contract Appeals Application and submit it to the Housing and Residence Life Office.
The Director will then ask the Contract Appeals Committee to meet and recommend whehter or not this warrants a release from the housing contract. The committee is comprised of the HRL Marketing Coordinator as chair (non voting member), the RHA President, one Hall Director and at least one lay student who resides in student housing.
Conduct
All violations of Housing and Residence Life policies and other complaints are referred to the Hall Directors, who determine what action, if any, will be taken. They will attempt to discover some of the reasons for the complaint and try to help the individual involved propose possible options so the unacceptable behavior does not continue. Violations that are likely to result in suspension or expulsion from the University and other highly sensitive or confidential matters will only be handled by the Director of Housing and Residence Life and/or referred to the office of the Vice President for Student Services.
The violations reviewed by the Hall Director or the Director of Housing and Residence Life which result in a disciplinary sanction are usually one of the following four types (listed in order of increasing severity):
This is a verbal warning regarding your involvement in the situation. A written record is kept of the incident.
This is a letter from the Hall Director indicating that Housing and Residence Life is aware of your involvement in a violation of campus policy. This letter is issued and kept on file for a specific time period and may or may not contain "conditions" (i.e., further violation will subject you to housing probation, work fines, or charges made to your student account).
Housing Probation
The Director of Housing and Residence Life will meet with the resident and inform him/her that he/she is being placed on housing probation. A letter stating the conditions of probation will be given to the resident. Copies of this letter will also be given to the Hall Director, Assistant Vice President of Student Services, and Vice President of Student Services.
Housing Termination
The Director of Housing and Residence Life will inform a student by letter that his/her Housing and Residence Life Contractual Agreement has been terminated and that he/ she has no more than forty-eight hours to vacate the Residence Hall. The student forfeits all refunds for room and security deposit, is not permitted to return to the residence halls or residence hall grounds for a specific time period, and will be charged a contract penalty.
[Housing and Residence Life reserves the right to determine the level of discipline depending upon the situation and/or incident].
Appeal Process
If a student feels that his/her rights have been unfairly dealt with, he/she has the opportunity to file an appeal letter to the housing discipline council. This council (made up of one Hall Director, one Resident Assistant, and two students appointed for one year terms by the RHA Presidency) has review recommendation jurisdiction to the Director of Housing and Residence life.
Once the Director of Housing has placed a student on probation (or any subsequent discipline thereafter) appeals must be directed to the Assistant Vice Presidentfor Student Services.
