By-Laws Article I: RHA Executive Branch Section 1: Regular meetings of the Executive Branch shall be weekly, excluding vacations and finals week, and can be canceled by a majority vote of the Executive Branch. Section 2: Special meetings of the Executive Branch can be called by the President, or at the demand of both Vice Presidents. Section 3: Executive Branch members shall be required to attend all meetings of the RHA Executive Branch; absences must have prior approval from the President. Section 4: All meetings of the Executive Branch shall be open to all RHA members unless the Executive Branch unanimously agrees to an executive session. Section 5: The Executive Branch shall have the power to create and dissolve any necessary Executive Staff positions. The Executive Branch shall have sole terminating power over these offices. Section 6: The Executive Branch shall appoint students to Executive Staff positions: these appointments must be approved by a majority vote of the Hall Council. Section 7: The Executive Branch shall address all concerns relating to the Executive Branch and/or the RHA keep minutes of all Executive Branch meetings on record in the RHA office, and submit a status report on their office at all Executive Branch meetings. Section 8: All Executive Branch members shall attend all meetings of the Hall Council and submit a status report of their office. Section 9: All Executive Branch members shall maintain an updated manual for the operations of their respective offices. Section 10: All Executive Branch members shall faithfully execute all laws pertaining to their respective offices, and other duties as arise and assigned. Section 11: The Executive Branch shall prepare the agenda for all Hall Council meetings in the weekly Executive Branch meetings. Section 12: The Executive Branch may not vote unless a vote of the Hall Council results in a tie or during elections. Section 13: The Executive Branch shall hold a minimum of two (2) office hours a week. Section 14: The Executive Branch members shall hold a minimum 2.0 G.P.A. during their term in office and be in good academic standing. Article II: RHA President Section 1: The President shall serve as the chief spokesperson for the RHA. Section 2: The President shall oversee the executive branch. Section 3: The President shall have the power of veto or approval of all Hall Council-approved bills and allocations. Section 4: The President shall maintain communication between the RHA and the University Faculty and Administration, the Office of Housing and Residence Life Staff, SUUSA and other organizations. Section 5: The President shall preside over all meetings of the Executive Branch. Section 6: The President may assign duties to any Executive Branch, Executive Staff, or Hall Council member. Section 7: The President may establish any committee comprised of RHA members that he or she deems necessary. The President shall determine the committee's purpose, duties, responsibilities, size of membership and duration. Section 8: The President shall coordinate an orientation, in cooperation with the Executive Branch for the RHA prior to the first Hall Council meeting of the fall semester. Section 9: The President shall preside over all meetings of the Hall Council. Article III: RHA Vice Presidents Section 1: The Vice Presidents shall be responsible for maintaining the Hall Council Rules as defined in Article VIII of these bylaws until such a time as the newly elected Hall Council takes the initiative to create new rules or amend the current rules. Section 2: The Vice Presidents shall oversee all official RHA votes. Official RHA votes shall include the following: A. The Spring Elections of RHA Executive Officers. Section 3: The Vice Presidents shall be responsible for all duties assigned by the President. Section 4: The Vice Presidents shall act as president in the absence of the President. Section 5: The Vice Presidents shall be responsible for all RHA financial matters. Section 6: The Vice Presidents shall be responsible for all allocating of funds through Hall Council. Section 7: The Vice Presidents shall report on the financial status of RHA at all Hall Council meetings. Section 8: The Vice Presidents shall submit a budget to be approved the third week of the Fall semester. Section 9: The Vice Presidents shall be responsible for all RHA administrative duties. Section 10: The Vice Presidents shall be responsible for maintaining an accurate record of all legislation passed by the Hall Council within the past five (5) years. This record shall be made available to anyone. Section 11: The Vice Presidents shall keep an accurate, up to date record of all Hall Council legislation and minutes. These records, and only these records will comprise the official records of the Hall Council. Section 12: The Vice Presidents shall record minutes at all Executive Branch meetings. These minutes shall be prepared for presentation by the following Executive Branch meeting. Section 13: The Vice Presidents shall keep an up-to-date list of all Hall Council members and their attendance to meetings. Section 14: The Vice Presidents shall manage the RHA office. Section 15: The Vice Presidents shall be directly responsible to the President and coordinate with the Hall Council as a whole to promote RHA activities and events to the Southern Utah University community, and the greater Cedar City community when appropriate. Section 16: The Vice Presidents shall be responsible for the execution and publicity of all RHA activities and events. Section 17: The Vice Presidents shall be responsible for the monthly publication of the Little Apple Tree Times, the official RHA newsletter. Article VIII: RHA Hall Council Rules Section 1: The following are the rules of the RHA Hall Council. Section 2: The President shall take the chair at precisely the time specified in the agenda and call the meeting to order. The President shall be responsible for maintaining order and decorum in the Hall Council by determining the rules that will govern debates. Section 3: All official decisions of the Hall Council must be determined by the passing or failing of a motion made by a member. Section 4: The Hall Council may not make official decisions regarding the internal maintenance of RHA unless a majority of the residence halls are represented at the meeting. Section 6: All Hall Council members must maintain a binder of meeting minutes for review by residents of their respective floor/building. Section 7: Quorum is held when 3/4th of the Hall Council members are in attendance. Quorum is only necessary when the Hall Council is voting on a proposal that is in excess of $500.00. Section 9: A mutually agreeable meeting place and time shall be established by the Hall Council at the first meeting of every year. Article XII: Ratification and Amendments Section 1: These Bylaws shall take effect upon a two-thirds majority approval of the Hall Council in a vote here at least three-quarters (3/4) of the residence halls are represented. Section 2: These Bylaws may be amended by a two-thirds (2/3) vote of the Hall Council in a vote when quorum is held. |
