Bill 49-08: Transparency Bill
Transparency Bill

Whereas: the Southern Utah University Student Association (SUUSA) Senate is charged with
the responsibility to “create, revise, ratify, delete, and direct governing policies of SUUSA as
deemed necessary” (SUUSA Constitution Article V, §13), and;
Whereas: SUUSA is funded exclusively by student fees, and;
Whereas: the Senate has allocated a substantial amount of fees for use by the SUUSA Executive
Council, and;
Whereas: the Senate and CSI Assembly have allocated money to SUUSA students, and;
Whereas: the Executive Council has the same responsibility for transparency and accountability
in its budgeting and spending as other branches of SUUSA Student Government, and;
Whereas: the students of Southern Utah University, whom all officers of SUUSA represent,
have a right to know on what their SUUSA leaders and the SUUSA students are spending
student fees.
Therefore, let it be resolved that 1) use of all funds allocated to Student Government (Executive
Council, Senate, CSI Assembly and StAB) shall be posted by the Controller of SUUSA on the
SUUSA website every month to provide an accounting of the expenditures within the budgets.
Therefore, let it be resolved that 2) prior to making purchase of a good(s) in excess of two
thousand dollars ($2,000.00), it is the responsibility of the Executive Council to publish the
intention to do so for at least one calendar week on the SUUSA website, thus allowing students
to contact them regarding the intended use of student fees.
Therefore, let it be further resolved that 3) Minutes and Agendas of all public meetings held by
SUUSA Student Government shall be posted on the SUUSA website within one calendar week of
each meeting.
This bill shall go into effect immediately upon ratification, with the exception of clause two (2),
which shall go into effect one week after ratification.
All branches of SUUSA Student Government that are allocated student fees shall abide by this
legislation as deemed appropriate by the Senate.
