  1. Define the basic principles of investigation.
  2. Develop a strong written argument to submit to the sponsoring organization.
  3. Define valid, measurable outcomes.
  4. Build a budget and narrative aligned to the proposal.
  5. Understand the importance of meeting deadlines, getting approvals, and resubmitting proposals based on feedback from the sponsoring agency.
