POLICY #3.0 
SUBJECT: State System of Higher Education


I. PURPOSE

The purpose of this Policy is for the establishment and maintenance of the state's education systems including a higher education system. The constitution of Utah stipulates that the Legislature shall provide for the state’s education system.

IV. POLICY

  1. Title 53B of the Utah Code (1953) provides "(1) a high quality, efficient, and economical public system of higher education through centralized direction and master planning which: (a) avoids unnecessary duplication: (b) provides for the systematic and orderly development of facilities and quality programs; (c) provides for coordination and consolidation; and (d) provides for systematic development of the role or roles of each institution within the system of higher education consistent with the historical heritage and tradition of each institution; and (2) vests in the State Board of Higher Education the power to govern the state system of higher education consistent with state law and delegates certain powers to institutional boards of trustees and institutional presidents, and to vests certain powers in institutional boards of trustees and institutional presidents."
  2. Composition: The Utah system of higher education consists of the following institutions:
    1. Degree-granting institutions, which are:
      1. the University of Utah;
      2. Utah State University;
      3. Weber State University;
      4. Southern Utah University;
      5. Snow College;
      6. Dixie State University;
      7. Utah Valley University; and
      8. Salt Lake Community College;
    2. Technical colleges, which are:
      1. Bridgerland Technical College;
      2. Davis Technical College;
      3. Dixie Technical College;
      4. Mountainland Technical College;
      5. Ogden-Weber Technical College;
      6. Southwest Technical College;
      7. Tooele Technical College; and
      8. Uintah Basin Technical College;
    3. The Utah Board of Higher Education; and
    4. Other public post-high school educational institutions as the Legislature may designate.
