To strengthen the culture of safety within facilities management.

Management Commitment to Workplace Safety and Health

  • Appoint FMSC Representatives.
  • Support safety initiatives as recommended by the Manager of Safety and Risk and the FMSC.
  • The Manager of Safety and Risk will report to the Directors every quarter in a one-on-one meeting.
    • Directors will review recent Meeting minutes and make recommendations or give action approval when appropriate.
    • Discuss recent shop inspections conducted by the FMSC and lay out mitigation measures.
    • Discuss FMSC member performance.

Meeting

  • FMSC Meetings are held monthly on the first Tuesday of each month at 1:00 PM in the Facilities Administration Conference Room.
  • Meetings will last no longer than one hour.
  • The meeting agenda will be shared with the FMSC approximately one week prior to each meeting through email and/or Google Calendar invitation.
  • Minutes will be recorded for each meeting and all committee member suggestions will be recorded.
  • Establish procedures for employee input, i.e. to receive suggestions, report hazards, and other pertinent safety and health information.
  • Agendas and meeting Minutes can be found in the shared FMSC Google folder and is accessible by all committee members.
  • Tentative Agendas and past meeting Minutes will be sent to Division Directors each month for their review and feedback.
  • In addition to regular monthly meetings, the Manager of Safety and Risk reserves the right to call an Emergency FMSC meeting if circumstances require.
  • If occasion permits, Management may be invited to attend a FMSC meeting.
  • Biannual review of the Facilities Safety and Health Program.

Membership

  • Each shop within Facilities Management will be represented by at least one employee. Where applicable multiple representatives will be necessary.
  • Members are selected by Division Directors and are approved by the Manager of Safety and Risk.
  • Members will serve for a term of two years (+/- 2 months).

Duties and Responsibilities

  • Responsible for establishing a safety-training program for your shop. Work with your Supervisor/Director to determine shop specific safety training. Conduct a minimum of one 15-minute safety discussion each month.
    • Provide advance training schedule and topics for a six-month time period to Facilities Manager of Safety and Risk, each June and December.
    • If a fulltime employee misses the Facilities Management quarterly safety training or shop specific safety training, the committee member is responsible to provide the information from the missed training to the employee. Coordinate with the Facilities Manager of Safety and Risk for materials and training certification.
    • Training materials are kept in the Facilities Manager of Safety and Risk’s office. Contact the Facilities Manager of Safety and Risk at x8141 for training materials.
    • Keep records of safety training attendance. Provide a copy of your records to the Facilities Manager of Safety and Risk.
  • Keep and Maintain current SDS sheets. QR codes will be produced and posted in each shop to provide accessible use. Keep all current records on the Data Sheet Solutions online program. Contact safetyaid@suu.edu  to update online files.
  • Work with your Director to ensure that safe work practices are implemented and in compliance with OSHA codes and regulations. Safety is everyone’s responsibility. Everyone in the shop has the right/responsibility to stop unsafe work practices.
  • Inspect shops for safety concerns and report them to your Director and the Facilities Manager of Safety and Risk. Work with the Director to resolve the concern.
    • Work with your Director to ensure training of shop housekeeping skills. A clean shop is a safe shop.
    • Inspect tools for safety concerns or wear and report them to your Director.
    • Ensure all machine guarding is in place, in good working condition and meets all OSHA regulations.
  • Work with your Director to ensure that all safety equipment necessary for employees is provided and kept in good working condition. Remove and destroy all defective equipment from use and replace it.
  • Attend the FMSC monthly meetings.
  • Lead in safety by example!

Training for Committee Members

  • Identify and make accessible applicable OSHA standards and other codes that apply to facilities management.
  • Provide shop-specific training. Include at a minimum, hazard identification of the workplace and how to perform effective incident investigation.
  • How to conduct a JSA and create safety checklists.
  • Other training or professional development where applicable.

Authority

  • All Facilities personnel have the authority and responsibility to stop unsafe behavior. Any conflicts regarding unsafe work practices should be resolved between a FMSC representative, the Division Director, and if necessary the Manager of Safety and Risk.
  • Likewise, all Facilities personnel have the responsibility to immediately report (and address if possible) unsafe work or campus conditions. Reports can be submitted online through the Near-miss report form, in-person to the FMSC representative, to the Division Director, or to the Manager of Safety and Risk.
