Early Intervention is a system of support and services designed to help infants and toddlers (from birth to age 3) who have developmental delays or disabilities. Early Intervention aims to give children the best possible start in life.
SUU Early Intervention is a part of the Baby Watch Early Intervention Program with the Utah Department of Health and Human Services (DHHS). Please see the following information regarding the Baby Watch Early Intervention Program:

If you find yourself wondering if your child is on track, or if you just have a "gut feeling" that they need a little extra boost, we are here to help you find clarity. You don't have to be certain to reach out--exploring your child's development is a positive first step.
Here are the three most common ways families get started with us:
- Your Intuition: You are the expert on your child. If you feel something isn't quite right, or if your pediatrician or daycare provider has expressed concerns, we can provide a second opinion and a professional evaluation.
- Developmental Milestones: If your child hasn't reached certain milestones--like smiling, crawling, or saying their first words--it may be a sign of a delay.
- Medical Diagnosis: Children with certain diagnosed conditions (such as Down syndrome, cerebral palsy, or prematurity) are often automatically eligible for support to help them reach their full potential.

Early Intervention is for children with diagnosed conditions and/or development delays. If a child does not have a significant delay they might not be eligible to receive services. Here are some ways we determine eligibility:
Approved Medical Diagnosis: Children on the Approved Diagnosis List are automatically eligible for services.
Assessment Scoring: We do several assessments during the evaluation process including but not limited to:
- Battelle Developmental Inventory 3 (BDI-3) with a qualified team member. This is one of the main ways that we determine eligibility to our program based on the scores in the different areas of development.
- Health, Hearing, and Vision Screening with a certified nurse. This is where we check the child’s medical history along with doing a vision screener and hearing test.
- Ages and Stages Questionnaires are sent for the family to fill out. We do the ASQ-SE during the initial assessment and ASQ 3 during our review process. Anyone can fill out the ASQ assessments. We go over the results with the family as part of the assessment process.
Based on these results along with any other observations or critical information we determine eligibility for Early Intervention.
We believe support works best when it fits into your real life. Most families choose to have visits in their home, as it's where your child feels most comfortable and where daily routines happen.
However, we are happy to meet wherever your child lives, learns, and plays. This could be:
- At Home: During snack time, play, or sibling interaction.
- In the Community: At the park, the library, or even the grocery store.
- With Caregivers: At a grandparent's house or your child's daycare.
- Virtually: Through a video call if that works best for your schedule.
Wherever you face your biggest daily challenges or celebrate your child's biggest wins--that's where we want to be.
You are the expert on your family's schedule. We collaborate with you to determine a visit frequency that feels helpful, not overwhelming.
- Personalized: Based on your child's unique developmental path.
- Flexible: Usually once or twice a month, but can be more or less depending on what you need.
- Collaborative: We check in regularly to make sure the timing still works for you.
The short answer: We make sure every child gets the support they need, regardless of a family's ability to pay.
Early Intervention is designed to be accessible to everyone. Here is how it works:
- Always Free: Developmental evaluations, assessments, and the creation of your service plan (IFSP) are provided at no cost to your family.
- Based on Your Income: For ongoing visits, we use a Sliding Fee Scale provided by the state. Many families qualify for services at no cost, and for others, the fee is kept affordable based on your family size and income.
- No Barriers: We will help you walk through the "Family Fee" paperwork after your first plan is made. Our goal is to focus on your child's growth, not your checkbook.
Think of an Early Intervention visit as a coaching session where you are the star. Since you are with your child every day, our goal is to give you the tools to feel confident in those "everyday moments."
The Check-In We start by catching up. We'll talk about what's been going well since our last visit and any new challenges that popped up during your daily routines.
Hands-On Practice Instead of just watching us work with your child, we work together. We'll try out simple strategies during activities you're already doing--like playing on the floor, having a snack, or getting ready to go outside. We focus on what works for your learning style and your child's personality.
Building Your Toolkit Before we leave, we'll recap the strategies that felt best. We make sure you feel prepared to use these ideas during the "magic moments" between our visits.
Planning Ahead We'll finish by deciding what you want to focus on until we see each other again and set a plan for our next meeting.
You are your child's strongest advocate. In Early Intervention, you have specific rights that ensure your voice is heard and your family's privacy is protected. We are committed to transparency and making sure you feel informed every step of the way.
