General Counsel Maureen Redeker

Maureen Redeker

Maureen Redeker serves as General Counsel at Southern Utah University, which she joined in January 2021. As General Counsel, Maureen leads the SUU Legal Office. Together the members of the Office provide counsel to University clients on a myriad of legal issues including employment, contracts, student affairs, risk and crisis management, anti-discrimination laws, and international activities, among many others.

Maureen has maintained a higher education legal practice for most of her career. Prior to joining SUU, she served as Deputy General Counsel at Kansas State University. She also has presented to national audiences on topics impacting higher education institutions. Before joining higher education, Maureen was a civilian attorney for the U.S. Army, an associate attorney at a large international law firm, and began her career as a judicial clerk to Judge John Lungstrum of the U.S. District Court for the District of Kansas. 

Maureen received her J.D., summa cum laude, from The Florida State University College of Law and her B.A. and B.S. degrees, summa cum laude, from Maryville University of St. Louis. She spent a semester in law school studying abroad in Europe and was a four-year letter winner on the varsity women’s basketball team at Maryville. These and many other experiential learning opportunities were impactful in shaping her career.


Special Legal Counsel Lucia Maloy

Lucia Maloy is Special Legal Counsel and the Title IX Coordinator. Lucia comes to SUU from the Utah Attorney General’s Office where she practiced as a civil litigator in state, federal, and administrative courts. Lucia represented state agencies and state officials, including higher education institutions, on matters of civil rights particularly discrimination issues under Title VII, Title IX, 42 U.S.C. § 1983, Utah Antidiscrimination Act, etc. Lucia’s role at the Utah Attorney General’s Office included providing training to state entities and state actors regarding matters of free speech, antidiscrimination, and investigations.Lucia also worked with state agencies on matters of compliance and policy drafting. Lucia graduated cum laude from J. Reuben Clark Law School in April 2015. Prior to law school, Lucia worked as an athletic trainer and taught sports medicine courses in NCAA Division I and II programs. Lucia has a Master of Science degree in Exercise Science from Brigham Young University and a Bachelor of Science degree in Athletic Training from the University of Nevada, Las Vegas. 


Assistant Attorney General Meb Anderson

Meb Anderson

Meb has been practicing law since 2004. He started out at Stirba & Associates where he was able to fine tune a civil rights practice with Peter Stirba as a mentor. While at Stirba's office they took the Pearson v. Callahan case to the U.S. Supreme Court, and reshaped the qualified immunity framework and analysis in civil rights litigation. Meb also had the opportunity to assist with numerous trials and draft and argue complex motions. After joining the Utah Attorney General's Office Litigation Division, in 2011, Meb continued to refine his civil rights litigation skills.

At the AGs office he has had the opportunity to successfully try cases in federal court, and argue numerous dispositive motions in high profile cases in both state and federal court. While Meb loves the practice of law, his most memorable contributions to the AGs office may have occurred on the softball field. Meb joined the Utah Attorney General's Office Education Division and moved his office and legal practice to Southern Utah University's campus in June of 2019. 


Legal Assistant Gina Marston

Gina Marston

Gina Marston joined Southern Utah University in November 2018. At SUU, Ms. Marston assists in a variety of areas, including administering the case management system(s), coordinating and tracking legal training, and all other essential office duties to support the General Counsel, Assistant Attorney General, and the Office of Ethics and Compliance.

Prior to joining SUU, Ms. Marston worked as a legal assistant at Laquer Urban Clifford & Hodge which represents one of the nation’s largest Taft-Hartly Trust Funds and Counties. She also brings with her over 30+ years of litigation experience including torts, civil rights, labor and employment, real estate, ERISA, and Bankruptcy.
