DHS Proposes New Fees for Optional Practical Training (OPT)
On October 8, 2026, the Department of Homeland Security (DHS) published a proposed rule that would establish new fees for Optional Practical Training (OPT) for F-1 students.
Please note that this is a proposed rule, and there are no changes to current OPT application procedures or fees at Southern Utah University (SUU) at this time. Students should continue following current SUU International Student Services procedures for OPT and STEM OPT applications.
What Would the Proposed Rule Change?
If finalized, SEVP-certified institutions would be required to pay:
- $70,000 for a student's initial OPT recommendation, including pre-completion or post-completion OPT; and
- $30,000 for any subsequent OPT recommendations, including a STEM OPT extension.
The institution recommending OPT would be responsible for ensuring that the fee has been paid before issuing the OPT recommendation in SEVIS, though institutions--including SUU--may ultimately pass this cost on to the student requesting OPT.
What Happens Next?
The proposal is open for public comment through November 9, 2026. DHS must review submitted comments before issuing a final rule, which may differ from the current proposal. Under the proposed timeline, the new fees would take effect 60 days after publication of a final rule.
No action is required by students because of this proposal. Students should continue to follow existing OPT application timelines and procedures. SUU International Student & Scholar Services will continue monitoring this proposed ruling and will share updates as additional information becomes available.
